Crew Training Requirements — Coastal Personal Survival Course (OSR Category 3)

Below is the crew training requirement for the Coastal Personal Survival Course (or equivalent) for three time periods as LOOR’s requirements evolve to align with Sail Canada prescriptions and World Sailing Offshore Special Regulations (OSR) for Category 3 races.
Key points
Souls on Board (SOB): number of individuals on board. All individuals on board are crew members and include the Person‑in‑Charge (PiC).
The PiC is counted among crew and must meet the training requirement.
Percentages shown are the portion of the crew required to have the training, subject to any stated minimums.
The training must be valid (not expired).

NOTES
** Souls on Board (SOB) is the number of individuals on board. All individuals on board are crew members and include the Person-in Charge (PiC).

The time periods are:
TIME PERIOD | CHANGE |
Until June 30, 2026 | None as what was accepted in 2025 still applies. |
Between July 1, 2026 & December 31, 2026 | Percentage of crew increased to 30% with a minimum of two unless Double-handed which remains as just one. |
After January 1, 2027 | The LOOR prescription allowing Double-handed to be a minimum of one is dropped. The Sail Canda Prescription for crew training for Category 3 is fully enforced as it is published. |
Equivalencies
Sail Canada’s Prescriptions to the OSR requires Sail Canada’s Coastal Personal Survival Course (one‑day) or an equivalent.
LOOR recognizes World Sailing’s Offshore Personal Survival Course (two‑day) as equivalent.
Other equivalents: courses from other Member National Authorities (MNAs) whose curriculum matches or exceeds Sail Canada’s Coastal Personal Survival Course for residents of that MNA.
· Standards of Training, Certification and Watchkeeping for Seafarers Certifications (STCW): World Sailing’s guidance is that the STCW survival courses are generally NOT an acceptable alternative because they are focused on commercial shipping and do not cover specific items or recreational safety equipment. Race organizers may still choose to accept them, but standard advice is not to. First aid courses under STCW are accepted.

If you believe you hold equivalent training, submit course details and proof to registrar@loor.ca for review. When submitting, please confirm:
Course name and provider
Course curriculum or syllabus
Date of completion and expiry (if applicable)
Exemptions
Exemptions are available if you are unable to meet the PSC requirements in time for a specific event under the following conditions:
You are enrolled in an Offshore or Coastal Personal Survival Course scheduled after the event, or on the Ontario Sailing waiting list to take one.
You have not been granted an exemption in prior years.
Exemption is in effect till your course date after which you are required to upload your PSC certificate.
